PURPOSE

cifGetDataBlockNames gets an array of data block names and the current number of data blocks.

RECEIVES

numDataBlock

integer pointer to hold the number of data blocks

RETURN VALUE

An array of data block names and the number of data blocks or a NULL value for failure.
